Normally they are driven by people who are visiting from other schools or other apartment complexes.

There was a guy I went to college with in NYC, who kept a fake ticket and big boot that somehow he got his hands on. He would park, boot himself and put the ticket on the windshield. He has never received an actual ticket, but has had to wait till the cost was clear to take the boot off. He was nuts.
